Tender for the Procurement of Provision of Consultancy Services To BAOA for the Development of the 2026-2031 Strategic Plan
1. INTRODUCTION
The Botswana Accountancy Oversight Authority (the Authority), was established by the Financial Reporting Act. The principal objectives of the Authority include to provide oversight to the accounting and auditing profession and to promote the standard, quality, and credibility of providing financial and non-financial information by entities. Its functions include standard setting, financial/non-financial reporting and audit practice reviews, enforcement of compliance, and oversight over the education and training of professional accountants in Botswana.
2. Bidders are invited to submit proposals for the provision of Strategy Development Consultancy Services to the Authority to cover a five-year period from April 2026 – March 2031.
3. The tender is reserved for 100% citizen owned contractors as stated under Section 76 (2) of the Public Procurement Act.
4. All interested bidders must be registered with Public Procurement Regulatory Authority (PPRA) under the following code:
- Code 317 – 01 Management Consultancy
5. Youth owned companies shall purchase the ITT at 50% of the fee as per the Presidential Directive CAB 14 (B)/2015.
6. Interested bidders must purchase the tender documents for a non-refundable fee of P500.00. Payments must be made into the following account:

7. Tender documents shall be issued upon provision of proof of payment to accounts@baoa.org.bw. For all funds transfers, bank charges shall be borne by the bidder. The Public Procurement Act and Regulations shall apply to this tender. Notwithstanding the foregoing, the Authority is not bound to accept the lowest or any tender offer.

9. The closing date for submission of bids is 15th August 2025 at 10:00 hours. Bids must be hand delivered and deposited into the Tender Box located at Plot 54357, Varsha House, 10th Floor, Gaborone CBD.
